Responsibilities include:
- Produce or support the production of market forecasts using economic modeling tools and industry data sets.
- Contribute to the development and maintenance of databases of market outcomes and fundamental supply and demand information for electricity, renewable energy, tradable emissions allowances, and natural gas markets.
- Contribute to routine research and analysis published in periodic reports distributed to the firm’s client base.
- Support consulting engagements, including assisting with analysis and report production.
- Create and update written reports and PowerPoint presentations.
Qualifications:
- Degree in Economics, Mathematics, Finance, Statistics, Energy/Environmental Policy, or Power Systems Engineering.
- And/or 1 – 3 years of relevant experience and demonstrable knowledge of competitive energy markets, power systems, renewable energy, and/or environmental policy.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Some basic programming skills are required; experience with MATLAB, Python, SQL Server, statistical software packages, or economic modeling tools is a plus.
- Excellent written and verbal communication skills.
- Research skills to formulate insightful research questions and thoughtfully obtain market intelligence and compile available data.
- Ability to develop expertise about the economic, environmental, public policy, and technical aspects of the energy industry that is valuable to ESAI clients.

The Building Engineering Division at LaBella provides complete building engineering services including mechanical, electrical, plumbing, and structural engineering. Services range from feasibility studies and analysis through project design and construction. Our engineers are well versed in new construction, renovations, additions, analysis, special structures, and design/build projects for a variety of clients.

Duties
- Design projects working directly with clients to develop project scope, identify problems, and propose solutions.
- Typical requirements include Protection and Control drawings and documentations (relay one-lines, three-lines, AC/DC schematics, I/O lists, and relay settings, configuration files and etc), panel construction specifications (panel and interconnect wiring as well as panel layouts and elevations), and other supporting documentation.
- Comfortable evaluating the interoperability, control features, and communication/protocol aspects of protective relays, RTU’s, LTC Controllers, and other equipment as well as perform power system load flow studies, fault studies, relay setting coordination.
- Aid in commissioning as needed pertaining to system startups and functional checks.
Requirements

Summary
CRITFC is seeking an experienced and driven Energy Policy Analyst to lead the implementation of CRITFC’s Energy Vision. ( -vision) The Energy Vision is a strategic roadmap to create a regional energy portfolio that protects and enhances environmental quality, treaty protected resources, promotes energy justice, and supports the restoration of Columbia River’s fish populations.
This role will blend policy leadership, research, and legal expertise. A successful candidate must hold a Juris Doctor (JD) and be licensed to practice law. You should be prepared to collaborate with others while also developing and advocating energy policies that support the goals of the Energy Vision. This role may also include engagement or support in administrative legal proceedings.
The Energy Policy Analyst does not directly supervise any CRITFC employees but is expected to collaborate with staff of the Policy Department and other CRITFC departments to implement the Energy Vision recommendations and implement related actions intended to achieve the goals of the Energy Vision. The Energy Analyst may be asked to provide guidance to expert consultants retained by CRITFC.
Responsibilities
- Lead efforts to advance and implement the 43 recommendations in the Energy Vision, working closely with tribal nations, regional stakeholders, and agency partners.
- Represent CRITFC in meetings and assist in developing presentations on the Energy Vision and its goals and recommendations at locations throughout the Pacific Northwest.
- Conduct detailed legal, policy, and technical research to advance the goals and recommendations of the Energy Vision.
- Track actions and analyze regulatory developments, administrative proceedings, and utility actions relevant to the Energy Vision’s implementation.
- Assist or participate in legal proceedings supporting CRITFC and its member tribes’ energy policies.
- Assist with application development and management of grants, including meeting grant reporting requirements.
- Assist with other departmental and organizational initiatives as needed.
Required Qualifications
- Juris Doctor (JD) degree required. Bar license (WA or OR) necessary to be eligible to practice or assist in administrative proceedings.
- Experience in energy policy, regulation, litigation support, or resource planning. Experience in regulatory proceedings or administrative law is strongly preferred.
- Understanding energy sector fundamentals, including energy efficiency, kilowatt-hours, energy and capacity, resource adequacy, grid stability, avoided costs, carbon mitigation, and rate structures.
- Familiarity with Columbia River basin energy systems and issues.
- Knowledge of federal and state energy planning and related statutory provisions.
- Grants management experience including preparation of successful grant applications and successful oversight of grant compliance procedures, financial management and reporting. Project tracking experience is desirable.
- Strong research, analytical, and communications skills, including technical writing and public speaking.
- Experience with stakeholder engagement and consensus-building processes.
- Proven ability to collaborate across diverse teams and engage respectfully with tribal communities.
