Position Summary
Manage workflow and provide daily supervision to the medical team, participate regularly in medical care and partner with our Shelter Veterinarian. Ensure operational flow of the day, ensuring that all tasks are completed by all parties and requests from other departments are received and delegated to the staff. Under the guidance of the Shelter Veterinarian and the Director of Animal Care, establish medical standard operating procedures (SOPs) and ensure that they are followed by the team. Participates regularly in and oversees the team, executes safe, humane medical practices and procedures as directed by the Director of Animal Care. Creates a healthy environment for all animals by monitoring their medical needs and maintains their medical care and records while with St. Hubert's. Lead, guide and support all medical staff. Exemplifies and helps maintain a positive work environment for all staff St. Huberts Animal Welfare Center.
Key Responsibilities:
- Leadership
- Ensures the smooth operation of the Medical Department and serves to meet and set high standards for teamwork across the organization.
- Supervises and leads the Medical Team. This includes the Clinic Supervisor, Veterinary Clinic Scheduler, Medical Technicians and Medical Assistants.
- Participates in full shelter rounds or designates a staff member from the shelter medical team to attend.
- In conjunction with the Animal Care Manager be responsible for N.J.A.C. 823a, maintaining a high stand of animal care and welfare for all animals in program.
- Acts as point of contact for other departments to ensure the medical team upholds their responsibilities to other departments.
- Delegation of daily tasks and duties, accountable for their correct completion.
- Supervises with integrity, authority, fairness, and open-mindedness.
- Responsible for hiring, training, supporting growth, supervising and evaluating the performance of the Medical Team.
- Conducts and participates in regular medical staff meetings. Works with the Director of Animal Care to coordinate in-house training, workshops, and deployments.
- Responsible for resolving any staff conflict and maintaining a healthy, safe and positive work environment for employees and volunteers. Responds to requests from staff and the public as appropriate.
- Acts as the manager on duty for the Animal Care department, or other shelter departments when needed.
- Medical Duties
- Oversee, coordinate and participate in performance of euthanasia with the support of the Shelter Veterinarian and Director of Animal Care.
- Oversee, coordinate and participate in the maintenance, servicing, and repair of medical equipment within the shelter.
- Proficient in Fear Free®/humane medical handling practices
- Under the Guidance of the Shelter Veterinarian and the Director of Animal Care, establish, oversee and participate in creating Standard Operating Procedures for all aspects of medical care.
- Oversee, coordinate and participate in daily medical rounds.
- Ensure animal medical records are accurate and complete in a timely fashion.
- Ensure all animals receive appropriate medical care in the appropriate timeline.
- When necessary, works with outside vet partners to provide care and diagnostics to St. Hubert’s animals.
- Rotation with the on-call medical emergency phone.
- Regulatory Compliance
- Maintain accurate drug logs and medical records as required by law, prepare and submit quarterly DEA reporting, Medical Team may provide assistance with these activities.
- Ensures compliance with relevant regulatory laws (e.g. medical waste, 823a) and interacts in a professional manner with the NJ Department of Health in all relevant issues (e.g. preparation of rabies specimens, observance of DOH-holds).
- General
- Be knowledgeable about the Medical Department budget and in conjunction with the Director of Animal Care ensure the team stays within the assigned budget.
- Oversee approval of all medical team bills.
- Establish, oversee and participate in inventory for the medical department.
- Collaborate with the entire operational team at St. Hubert’s – Animal Care, Customer Care, Foster, WayStation and Community Programs.
- Be knowledgeable and conversational on St. Hubert’s policies and common animal welfare practices.
- Able to troubleshoot questions and concerns from staff or clients when Directors are not on-site or are otherwise occupied.
- Provide excellent customer service to individuals utilizing St. Hubert’s services.
- Work cooperatively with St. Hubert’s volunteers, fosters, and partners.
- Always represent St. Hubert’s in a professional and courteous manner. Provide quality service to the public, volunteers, and employees recognizing their individual contributions to the success of the organization.
- Perform other responsibilities as assigned.
Qualifications and Requirements
- Knowledge of and ability to lead veterinary medical and surgical procedures and processes. Knowledge of shelter medicine and variance in public vs shelter protocols and treatments.
- Ability and competence to teach and train all levels of assistants and technicians, ensuring safety and compliance.
- Demonstrated ability to lead, manage, and motivate a team, and identify skills in others that can be developed.
- Ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures. Ability to be flexible, detail-oriented, and able to prioritize.
- A team-oriented and collaborative approach to work, with an ability to bring out the best in peers. Demonstrated ability to work collaboratively to gather information from colleagues.
- Ability to think strategically and solve problems creatively.

- Proficient in the use and application of computer technology with proficient use of programs including Microsoft Office programs, the internet, and database management software to efficiently accomplish work.
- Passion for St. Hubert’s mission, and for caring for all animals regardless of age, breed, temperament, or species, and supporting and educating members of the public, free of judgment or bias.
- Ability to manage the emotional aspect of work in an animal shelter environment in a positive professional manner.
- Highly motivated and creative with experience and a passion for connecting with current and future clients.
- Advanced familiarity with dog and cat breeds, animal descriptions, animal control, wildlife, TNR, and low-cost spay/neuter.
- Possess and maintain a valid driver’s license with a good driving record.

- Animal shelter experience is preferred.
- Certified Veterinarian Technician preferred.
- Certified Euthanasia Technician preferred.
- Fear Free® certified preferred.

Under the general direction of the Town Administrator, this highly responsible department head position oversees the day-to-day operations and administration of the Town’s ambulance service and associated emergency medical services. Such supervisory responsibilities include the overall supervision of both paid and volunteer emergency medical service providers and other associated staff. The EMS Director is an exempt position under the Fair Labor Standards Act (FLSA). The Director will generally work a 35-hour work week but is expected to be available after hours for response to critical incidents.
ESSENTIAL FUNCTIONS
Serves as primary advisor to the Town Administrator, First Selectman and Board of Selectmen on issues related to emergency medical services
Assumes full management responsibilities for all Town of Ellington Emergency Medical Services (EMS) and activities; manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures to meet Town goals.
Plans, organizes and directs the activities of the Town of Ellington emergency medical services, including supervision, training, evaluation and discipline of all department personnel.
Ensures all local, state and federal laws, regulations and ordinances are properly followed.
Develops short-term and long-term plans to sustain departmental operations. Evaluates pending legislation and statutes and responds to changing regulations and technology regarding emergency medical services through review of technical materials and continuing professional education. Reviews and makes recommendations for EMS training and educational programs.
Plans and directs the preparation and maintenance of EMS records and statistics such as records of daily activities and events, including all calls, complaints, employee accidents and injuries, employee and department training and equipment maintenance.
Develops annual department budgets for operations and equipment and oversees the control of expenditures. Also, assists in developing long-range capital budgets for various public safety programs.
Monitors the departmental budgets throughout the fiscal year and oversees the purchase and maintenance of equipment, vehicles, and supplies. Reviews operation and maintenance of department equipment and building facilities.
Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends allocation of resources accordingly.
Plans, directs, and coordinates, through appropriate emergency medical service staff, the Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems. Reviews work / duty schedules for all personnel to maintain an adequate level of personnel to deliver EMS services to the Town of Ellington.
Provides assistance to the Town Administrator, First Selectman and Board of Selectman; prepares and presents staff reports and other necessary correspondence; attends Board of Selectman and other meetings as required.
Represents the Town interests as directed to other departments, elected officials, and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
Responds to and resolves difficult and sensitive citizen inquiries and complaints; explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
Attends and participates in professional group meetings; maintains awareness of new trends and developments in emergency medical services and incorporates new developments as appropriate.
Maintains the Town’s Emergency Medical Services Plan.
Participates in the operation of the Town’s emergency operations center (EOC).
