What You’ll Do…
As the Program/Technical Advisor, you’ll provide scientific and programmatic expertise supporting one of STI Federal’s federal client organizations, helping guide data-driven decisions and advance research and development initiatives. You’ll contribute to the advancement of medical countermeasure initiatives by advising on data analysis, regulatory policy, and technical development. Your work will involve collaborating with cross-functional teams to assess, integrate, and communicate scientific findings that inform program direction and strengthen mission outcomes. Your work will directly advance STI Federal’s mission to deliver exceptional support to federal partners serving critical national initiatives.

Compensation & Work Environment
- Estimated Salary Range: $90,000 - $115,000, dependent on experience.
- Environment: Work will be performed at a secure facility in Washington, D.C., with potential for a hybrid schedule for candidates residing within 50 miles of the site.

Job Overview
The Technical Advisor, Workforce Development supports IRC's Economic Empowerment (EE) programs in nearly 30 US cities and, intermittently in Europe and on other international projects. The Technical Advisor, Workforce Development, is responsible for providing subject matter expertise (workforce development) to a diverse continuum of internal and external stakeholders including program staff and practitioners. This position provides guidance on program development and implementation, supports evaluation and continuous improvement of workforce development programs, provides project management of key grant-funded initiatives, plays a key role in resource development activities in support of programming, contributes to thought leadership in this sector, and supports quality and excellence in programming.
Major Responsibilities
Technical Support
- With a high degree of independence, ensure that IRC's domestic EE programs (workforce development) are technically sound and of the highest quality; strong focus on workforce development and adult education programs
- Directly provide on-site technical support and assistance in the design, development, implementation, monitoring, and evaluation of EE programming, in particular workforce development programs
- Directly provide, develop, and adapt tools, policy and curriculum to support quality and consistent program delivery, in particular in the area of employment, career development and workforce development
- Establish best practices and develop resources to support replication of successful EE models, with emphasis on workforce and career pathway programs and adult education programs
- Coordinate delivery of technical trainings within the workforce team as well as across the broader EE TU
- Contribute significantly to internal working group(s) on workforce development and related EE program areas
- Monitor and report to the Senior Technical Advisor, Economic Empowerment (Workforce Development) on the successes and challenges of programming in this sector
- Stay abreast of trends in the sector including public systems at the municipal, state, and federal level, evidence-based models, industry partnerships, and other key topics
- Provide project management and leadership to specific, technical unit led grant-funded initiatives as assigned
Strategy, policy & institutional capacity building
- Demonstrate best practices and internal and external learning around workforce development and integration of EE services with other core sectors
- Directly support field offices in planning for and staffing workforce development programs
Business Development and Representation
- In collaboration with technical unit colleagues, support growth and sustainability of financial and technical resources that support the achievement of RAI economic wellbeing outcomes, especially workforce development
- In collaboration with technical unit colleagues, build corporate and institutional partnerships that promote opportunities for employment and career-laddering for USP clients
- Play a central role in the development of concept notes and proposals for EE programs, in particular workforce development programs
- Provide guidance and support to field offices to effectively access funding and provide technical review of proposals prepared by field staff
- Build the capacity of workforce development team members to effectively engage in business development activities
Assessment & Evaluation
- Take a proactive approach to learning and ensuring that intervention methodologies are evidence-based

Job Requirements
- Masters/post-graduate degree in a related field strongly preferred
- Minimum of five years of experience with progressive responsibility in implementation of workforce development or related programming required
- Demonstrated experience designing and implementing Integrated Education and Training programs for ELL populations with a strong understanding of IET curriculum design and co-teaching and alternate teaching approaches to IET delivery
- Demonstrated experience implementing publicly funded workforce development programs including WIOA, SNAP E&T, Welfare-to-Work, and similar programs strongly preferred
- Strong understanding of adult learning principles and experience designing and delivering curriculum for adult ELLs

Responsibilities
- Work independently and strategically to set technical direction and deliver global retail technology solutions that enable sales, operations, and customer engagement.

As a member of the Global Operations Equipment group, the
Quality Technical Advisor
provides front line leadership for a team of production technicians. In this role, you will utilize your experience and expertise to own responsibility for all elements of manufacturing quality in their assigned area within the Kansas City Combo Remanufacturing plant (KCR). In this role, you will drive resolution of quality problems, ensure compliance with Quality Management System procedures, and lead in process detection efforts resulting in an improved first pass yield. In short, the QTA will ensure and improve the overall quality of processes and products manufactured in their shift.

Experience And Qualifications

What will your typical day look like?
- Provide leadership as the main quality interface with the Manufacturing team
- Lead root cause investigations of quality issues and containments of quality escapes; issue Quality Alerts and keep all stakeholders informed on progress and resolution
- Take point on addressing inspection findings. Prepare communication materials such as 4-blockers, develop action plans, issue corrective actions, and drive resolution to reduce findings
- Define, implement, and manage Quality Inspection Plans/Combo Test Plans to meet engineering specifications, AAR requirements, contractual requirements, customer quality expectations, and internal quality expectations
- Define, monitor, and improve quality metrics (Infancy/Warranty returns, DPU, NCMRs, CARs, Audits, etc.)
- Work closely with area team to set goals and drive continuous improvement activities
- Lead quality culture improvement inside own area and across areas. Work with the Quality Manager and other QTAs to promote a customer-focused "one team" approach to quality
- Learn in-process CTQs, and perform inspections as needed
- Mentor resources including Interns, LEAD Program members, Quality Techs, and/or other QTAs
- Continuously develop product and process knowledge, become a product and process expert
- Own process compliance: understand applicable Quality Management System documents, perform quality audits to ensure consistent adherence to procedures and processes, and drive CARs and improvement plans to address non-conformances

The Technical Advisor Sr. role is a senior-level technical leadership position responsible for shaping and executing our cloud transformation strategy. This role requires deep expertise in Azure Cloud, Power Platform, ADF, Microservices, DevOps, and Observability. You will work closely with engineering leaders, architects, and business executives to define and implement scalable, secure, and high-performance technology solutions.

Cloud & Application Modernization
- Assist in the migration and modernization of applications to Azure Cloud using best practices.
- Provide architectural direction for Power Platform solutions, enterprise integration strategies, and Azure-native applications.
- Oversee Azure Data Factory (ADF), Data Fabric and advanced data processing architectures to support analytics and decision-making.
